More than 300 schools awarded a share of £45 million in funding to open nurseries in empty classrooms have been named, but ministers say councils, not schools, will submit bids in the future. The Department for Education has announced the outcome of the second phase of its school-based nurseries capital programme, which provides grants to primary schools to repurpose disused space into early years provision. But ministers have decided that from May, “the programme will move to a locally led model, with councils, rather than schools, invited to propose plans for new places in communities with the greatest need”. Places under the next phase of the programme also won’t have to be on school sites or in existing nurseries, with councils allowed to open nurseries as part of family hubs. “By targeting the next phase of the programme in areas where need is the highest, the government is determined to improve children’s development and school readiness across the board and give every child the best start in life,” the DfE said. According to new guidance, the school-based nurseries capital grant from 2027 to 2030 “can be used by local authorities to create or expand a school-based nursery in state-funded primary-phase schools, maintained nursery schools and on best start family hub sites”. The programme was a key pre-election pledge by prime minister Keir Starmer. The Labour manifesto in 2024 pledged to “open an additional 3,000 nurseries through upgrading space in primary schools”.
